The central and Tokyo metropolitan governments decided not to appeal a recent court ruling in a damages lawsuit that found investigations into machinery maker Ohkawara Kakohki were illegal.
The ruling, which ordered the Tokyo metropolitan and central governments to pay a total of ¥166 million in compensation, has been finalized.

2020年、警視庁公安部は軍事転用可能な噴霧乾燥機を無許可で輸出した外為法違反容疑で社長ら3人を逮捕。
In March 2020, the Public Security Bureau of the Tokyo Metropolitan Police Department arrested Masaaki Okawara, CEO of the Yokohama-based company, and two others for allegedly exporting without permission a spray dryer that could be repurposed for weapons production, in violation of the foreign exchange law.

しかし、初公判直前の21年、輸出規制対象に当たるか疑義が生じたとして、地検が起訴を取り消しました。
But the Tokyo prosecutor's office dropped the charges against them in July 2021, just before the first criminal court hearing on the case, saying that doubts had arisen over whether the spray dryer in question was among the products subject to export controls.
複数の現職警察官は、捜査に当たり「捏造」「問題があった」などと証言。

東京高裁は、公安部が必要な追加捜査を怠って逮捕に踏み切り、地検も通常要求される捜査をせずに起訴したと判断。一審東京地裁に続き、一連の捜査の違法性を認定。
In the damages suit, Tokyo High Court determined on May 28 this year that the Public Security Bureau arrested the Ohkawara Kakohki officials without necessary additional investigations, and that the prosecutors' office indicted them without conducting the probes that are normally required. It upheld a Tokyo District Court ruling that the authorities' investigations were illegal.

弁護団の保釈請求は証拠隠滅を理由に6回棄却。身柄拘束は一年近くとなり、その間に顧問は癌で亡くなっています。
The defense team repeatedly asked for their release on bail, but the prosecutors' office opposed it on the grounds that evidence might be destroyed, and the court refused to grant the request.
The president and others were detained for nearly a year. One of the accused was diagnosed with cancer while in detention and passed away before the charges were dropped.
