The Japan International Cooperation Agency, or JICA, designated four Japanese cities as the "hometowns" of African nations. The agency named the city of Nagai in Yamagata Prefecture as the hometown of Tanzania; Kisarazu, Chiba, as that of Nigeria; Sanjo in Niigata as Ghana's hometown; and Imabari in Ehime as Mozambique's.

The program was announced on the sidelines of the ninth Tokyo International Conference on African Development, a triennial Japan-led meeting held for three days in Yokohama.
